Pecking Order

I have three 4.5 and 5.5-week-old pullets, a Buff Orp, Easter Egger, and an Australorp. They haven't established a pecking order yet. Is this normal? They peck each other, and leap onto each other, but they do it equally, and nobody is picked on more than the others. Will they eventually make one, or is there just not going to be one for the rest of their lives?

They will be fine, the ocational squabble is still common in my nine week olds.

They're still young. Pecking order is much more loose and fluid in younger birds.
