I seriously doubt it, but it depends on your local ordinances and zoning. Are you zoned for livestock? How about exotics? Roosters are one thing, peacocks are another, I don't think your neighbors are being petty, I'd hate living next to pea fowl too.

It looks like exotics are allowed, although any animal that makes long, loud noises is a nuisance and you could be subject to fines.
