Wow, that is crazy.
Luckily enough horse people live around here that no one minds an occasional pile on the road. The tires just flatten it out into nothing within a day or so. To me, equine feces are the least offensive of them all. Give most piles on the roadside a few days and all you'll have left are a few traces of partially digested vegetable matter. I would think people would rather have the poo in the street then kicked onto sidewalks or driveways. We do have ditches that line most of the roads but I still get away with doing nothing. Car tires routinely run over roadkill and oil and gods know what else so why should it matter? It's not like you're parking your automobile in the livingroom.
If ever I ride on a trail that is shared by hikers and such, I hop off and kick it aside. Personally I don't mind coming across the rare glob of horse poo when hiking but I'd rather prevent a stupid argument rather than partake in one. My mare is only 14.3 so it's not that much of a chore to get back up there. I do have a shorter friend however who rides a 16.3 gelding and she does tend to avoid these trails just for that reason.
