Depends on the quail eggs and the brooding pigeons. Bobwhite quail lay white eggs that a pigeon would accept as their own, but bobwhite eggs take longer to hatch than pigeon eggs so the pigeons are likely to give up and desert the eggs before hatch. Coturnix eggs don't match the pigeon's white egg, so pigeons may not even recognize those quail eggs as eggs. I have had pigeons hatch bantam and dove eggs. in both cases the color "matched" the pigeon's eggs.

Give it a try and see what happens.
I tried in January with my Celadon, but things didn't go well. I don't think quail fertility was good, then one of my pigeon cocks went crazy and attacked both the pairs that had the quail eggs.

I also put "regular" Coturnix eggs under them and they accepted them, but then, my pigeons also try to incubate Muscovy eggs.
 
I put a duck egg in so I could get a picture. These two were actually on one yesterday, but today they're just investigating.

Are you wanting them to hatch more?
Personally, I’d leave it and wait for the second. It’s warm enough where you are. I think some folks remove the first while waiting for the second when there is danger of the first being ruined. Others with more experience may have a different opinion.

How about some updated pics of your last babies?
No, I won’t be hatching them. She’s not paired up with anyone so I doubt it’s even fertile. It’s my fantail, so it would be cool to hatch her eggs one day, but not when I already have babies. 😅

If you want squabs, leave it. If not, I'd replace it with a fake. Just removing the eggs will only cause the hen to lay more eggs soon. The fakes would give the hen a break in egg laying.
