Was at the Feed store, and picked up a bag of this that can be placed on floors. A lime based disinfectant, that may be something like you need for your loft ground floor.

50Lbs of this only cost less than $3.. This is a product for horse stalls, but am sure it can do some good in my chicken coop floor. I will apply it thin layer, and sweep around. Then I will cover it with hay. I might use pine shavings, since I have those also.

I just got a brain-storm

Can you get your hands on some tempered glass storm window panes.
Install them vertically
into the flight path on top of your aviary. Wash glass SUPER CRYSTAL CLEAN/CLEAR, and watch hawks crash into invisible barrier.
Reason I say tempered glass, is because it is strong, and will withstand an impact from a hawk.
I don't think you would be breaking any laws with such setup.
