Please help me identify my frizzled rooster.

He has mostly black feathers, but the ones on his neck are white close to his skin. The woman I purchased him from couldn't remember what types the man she bought him from was breeding. His "brother" has some Copper Maran, but other than both having black feathers and legs they look nothing alike. We are new to chickens, so I have no guesses. Thank you.

Is there a breed with feathers that have black tips and white under?
I would need to see a feather. Most black birds have white at the base where it's fuzzy I believe. I have had crosses develop whitish hackle feathers, and it can happen in blacks. Young birds that are pure black slowly develop the coloring.

It has the type and skin color of a marans, so it could be a cross with one. Frizzle can occur in any breed. If it was a purebred frizzle marans I think it would have been sold as such and probably a bit expensive.
