Polish Color ?

I know if you breed,lets say two blue cochins, you get a chance of having a splash in there. If you breed two White Crested Blue Polish, will you get a chance of splash too?

Yes-- WC Blue X WC Blue is the same as any other blue X blue breeding. So you will get 25% WC Black, 25% WC Splash, and 50% WC Blue.
