I am in the same boat - if I was in the City of Decatur part of DeKalb, GA I could have a good sized flock. Even on a small lot. But because I live in unincorporated DeKalb, on 1 1 /2 acres, I am an outlaw.

Legal, but I can only have four birds, no roosters, and have a building permit for my coop. Im also not allowed to free range so my bidies must stay in thier enclosed run.

I want to move out to the country soooo bad. I want to sneek them out, even just for a little while, but my neighboor so a code enforcer so I can't.
 
Are you sure they must be in an enclosed run? In most cases tehy merely must remain onn your property, not running at large (which means out of your control AND off your property.

Nothing contained in this Resolution shall prohibit the use of any land for agricultural purposes or the construction or use of buildings or structures incidental to the use for agricultural purposes of the land on which such buildings and structures are located. Yep, even in the "urban" area's, lol. We have one neighbor who loves the chickens, I'm glad because they've always been good neighbors and I didn't want to upset them. And one neighbor who hates them, which is good because they drive me crazy and are total buttholes all the time, and their kid has been known to destroy my plants, and they scream and yell all day long at their kids. I derive just a bit of satisfaction knowing my rooster (who really isn't very loud) is annoying them.​
