Can a phoeinix roo breed with a serama hen?

Well they are both chickens, so I would think yes in therory, but you would want to be careful, I would think you would want a C sized Serama x Bantam Phoenix. The roo has to be large enough to breed with the hen, and you don't want the hen so small she gets hurt either. I know Serama roos have been succesful with various other Bantam breeds. Not sure though if anyone has had this specific cross happen yet though.

My dads white serama roo can is roughly the size of an OEGB but a little bigger. And I was going to put him with my white phoenix hen who's about the same size(a bit longer though)

genetically speaking, she is missing a copy of certain genes to make the lacing single laced. =)
