Is the eye draining? If so, is the drainage clear, likes tears, or does it have a color to it. Does the other look completely normal? I am not famliar with Terramycin. Sounds like a standard antibiotic to me. I would do a search for the colloidal silver on BYC. maybe somebody with much more experience treating sick chickens can give advice on dosing. ( I'm an RN so my advice is based on what I would do if the hen were human. Infection is infection, inflammation is inflammation.. you know what I mean?) I would suggest the Vetricyn eye wash. Any decent pet store will carry it. It will flush out the eye, sooth it and is antibacterial.

I do not see any draining. just closed and a little swollen. and the other eye is completely normal. I am wondering if he could be blind would is eye be shut?
 
Have you ever seen the eye open? If not... no drainage, eating and drinking and active. So, I would try the eye ointment for a while and hope for the best. I have a friend who's dog is blind and she looks like her eyes are closed all the time. Maybe thats what going on. Lastly, keep in mind that not all antibacterial ointments are made to be put in the eye so make sure that what it says in the "indications" section on the box.
