Are you keeping feed and water down 24/7? so he won't gorge when eating? is he pooping? Vent doesn't look clogged up?

No problem. I forget as well sometimes. The call duck hatchers are usually the ones I think of for hatching, since they commonly need to perform assisted hatching.

But I sadly think @ruthhope is correct. It doesn't look good for the little guy.

He is very alert and moving. Peeping even.

Glad to see it’s looking much better! Is the duckling active? Does it have mom/siblings?
I think you could safely clip some of that off, at least the part that looks dried up. I would be afraid of it getting caught on something, and pulling it, before it’s totally healed up. And the more that is hanging out, the slower it will dry up.

I just posted a picture. He still has that thing dangling and when I feed him he took a few bites and drank a bit of water. He's 3 days old.
