Keep in mind that crude protein (CP) is a fairly crude measure. It does not represent balanced protein.

The hen can only use so much of an unbalanced protein for body maintenance and for making eggs. She should get that in a layer feed formula but it isn't likely to be there in a scratch. Therefore, some of the protein in scratch is, more-or-less, wasted.

The layer formula doesn't force the hen to lay eggs. It is designed to simply provide the nutrients necessary for her body and for making an egg each day. The hen's genetics might be thought of as forcing egg production.

I think we can all sympathize with your concern for the health of birds genetically inclined to high egg production.

Take for instance;

OATS -
Crude Protein - 12.0% / Actual Digestible Protein 9.4%
Sunflower Seeds -
Crude Protein, with halls - 16.8% / Actual Digestible Protein 13.9%

While digestibility plays a role in the quality of the protein source we must also consider the Amino Acid profile of the protein source. Unfortunately we continue to inappropriately talk about Protein when we should be talking about Amino Acids, specificaly Lysine, Methionine and Cystine, Threonine, Tryptophan, etc.

As others have stated you need to stop using the scratch grains. Not only are you diluting the Amino Acids you are changing the balance among the amino acids which is resulting in an amino acid deficiency.
