I’m sorry about your rooster How old is this rooster? Did he become oaralyzed suddenly or gradually? I agree he looks rather pale. Are you sure he doesn’t have lice or mites? The poor guy’s feathers look a bit tattered, which is why I ask. I also wonder about worms.
Can you press gently against the bottom of his feet and see if he will pushback or grasp at all?
Is raw liver available where you are? Thin slivers/slices of raw liver might be good to boost his iron naturally, as he does look anemic to me.
Is he eating and drinking on his own? How does his poop look?
His posture does remind me a bit of Marek’s, but he also may just be very weak. Can you answer some of the questions? Hopefully we can help you help him.

Now he is of 2 years old ,3 months ago he was paralyzed and now still not able to walk yes I am sure he is not having and lice or something else. What is raw liver I don't know about it...yes he is eating on his own but not drinking, I water three times a day with the help of droperd.
