Puffy lump under ducks beak. Help

This really is an odd case.
Are the leg bumps in the same spot bilaterally ?
Are they hard, soft or neither?
Are they hot?

They look to be in the same spot on each leg, I haven't been able to get a really good look, it's a 2 person job to get him into a sling without him freaking out and my wife is at work all day.

They both feel hard to the touch. I obviously don't want to squeeze too hard but they definitely don't budge when pressed.

As for the temperature of them I cannot say right now. We're still sat in the warm Epsom salt bath tub haha
 
I am however pretty sure whatever these bumps are is the cause of his discomfort when walking. In the warm tub he seems very happy. And while I've been about today I've had him on the veranda with an old pillow and blanket to sit on for comfort and he loved it. He doesn't want to sit anywhere else.

Just got him out of the bath. He was a little more willing for me to move him about to get a photo. This is what we're dealing with. It doesn't look pleasant for him at all :(

Any chance of having a vet look at him? It would seem impossible for him to have abscesses in the same spot on both legs or tumors but a vet could def rule either out. Are they hard, squishy ? Epsom salt soaks are awesome for inflammation and swelling so def keep them up. I’ll check out my Muscovy drakes legs and since you have other Scovy drakes you look for similarities also.
