I know regular Neosporin is safe... I'm not sure if yours in any different. I'd use it.It does say it doesn’t have any antibiotics in it, ks that ok?

I just feel bad for him.
But rabbits are tough, so, don’t beat yourself up for what you -can’t- do, just focus on what you CAN do and do your best!
Can you maybe apply a warm, wet (clean) washcloth, or a few layers of (wet and warm) paper towels to soften up the discharge on his fur before “cleaning” the outside of the eye?
Also, is there any chance that you have some saline solution to help rinse the goo away? ....less important than the above and below details...
If that pouch of Welly is what you have, personally, I would use it.
Again. Someone else is welcome to chime in. The petrolatum is the only ingredient I’m questioning.... but a quick search says that it is common for ophthalmolic use and helps with dry eyes. So. Again- if it were me, I would use it. And I’m not a vet, or an expert....so remember what you paid for my suggestion
If you only have one pouch, be careful to not contaminate it.
Open it, squeeze out maybe half the size of a pea onto a Qtip or your finger tip (gloves would be best to use if you have them, just to reduce the contamination potential)
Your goal is to get most of it under an eyelid
The lower eyelid is usually easier.... but he’s so inflamed- do what you can.
If it doesn’t help, you are out some time and will need to think about your next options.
If it DOES help, you know you helped him.
