raising quail in NY State questions

I'm new too this all where do you go to get a license for raising Bobwhite quails? I'm clueless thanks!!

I have a question do you need this for the Japanese quail too or only the bobwhite? The yearly form that needs submitting only lists bobwhite quail?

I think, last time I looked at it anyway, there was space under the listed for "other" breeds you can write in. I don't have any quail yet due to the licence requirement and trying to decide which licence to get.
