Well it could be from a few combinations of blue copper/black copper/splash Marans. These are all varieties stemming from using blue genes. Black copper inherits both black genes, blue copper gets one blue gene and one black (blue is dominant and dilutes black to blue so chicks will Be various shades of blue), and splash inherit two copies of the blue gene which dilutes to near white with flecks of color to sometimes a greyish with flecks. For example crossing two blue copper Marans will give you 50% blue copper, 25% black copper, and 25% splash.

Maybe but this chick does not have the poof on its head or the really fluffy shanks that sultans usually do...though it would be a mix anyways i guess.

If it is splash it would age to a very pale gray to almost white, with darker gray to black spots, like someone splashed a few drops of paint onto an otherwise gray bird.

It's possible the sultan is one of the parents. Crests and feather legs tend to get smaller when outcrossed.
Easter eggers can also have feathered legs, if there is some feather legged breed in their mix.

I think it came from one of the frizzled. Those usually tend to be Cochin based.

Just for comparisons sake, here are some of the pics I could find of my splash Marans when they were newly hatched

The two light ones are splash, the rest are black and blue copper Marans

Best pic I could find when they were very new and the lighting is bad, very yellow

And another few when they are a few days old, color still wrong bc they are under red heatlamp
