125 just seems really hot to me for something that doesn't have the option of a wrap/cover (like a heating pad usually has a cloth cover plus you can use towels to further buffer the temperature) or temperature control (as noted you can try adding a dimmer but if you don't have one, then ???)

Hope the chicks will do fine with it, let us know how it turns out. Definitely keep an eye on their wings and backs for any singe or burn marks.
 
"underside of the heater reads at 128 degrees Fahrenheit." fine if you keep the brooder plate higher then they can reach. Moscovies and turkeys will be taller then 6" legs can accomidate in two weeks. Plan on putting the plate up on block in short order and keep raising it.
