It sounds to me like he might have a heart problem, in which case there is nothing you can do. Some birds just have weaker hearts than others, leading to circulation problems and occasionally heart attacks.
Is he breathing normally (any discharge, heavy breathing, noise, etc.)? If he shows any difficulty breathing, then I would suspect a respiratory problem.
For now, I would make sure he has no mites/lice, keep him in a warm place isolated from the other birds if possible, and continue to offer vitamins/electrolytes and nutritious feed. Many people raise both roosters and hens on layer feed, but it does have too high of levels of calcium for proper health of non-laying birds. Chick starter/grower feed or gamebird feed, with oytershells offered for laying hens, are better choices if you are raising both genders together.
