Rhode Island Red tailess cockerel(?)

This is Alpha, my 9 week old RIR cockerel. As you can seen, he virtually has no tail. All of his sibs have developed nice, full, normal tails. Is there any hope that Alpha will have a tail in the future? Thanks for any help you can give me.

Yes, his tail will grow in. It looks like he might be getting picked on.
