Are those new feathers I see on Penguin's bald spot?

Her throat is still gunky; I thought it was nearly gone. I’m wondering if anti-fungal antibiotics would help, but I’m also wondering if it would just be kinder to have her put down.

And yes, Penguin has new pin feathers.
