Rooster flailing?

Hi

I just attached a no crow collar to my rooster after he had been sleeping for a few hours.
Once the collar was applied I was able to put my pointer finger between the collar and the rooster with no problem.
Once I set him back in the coop he started to flail about, stop, breathe fine and then sleep for a few minutes then start flailing again when he hears a sound.
Is this his reaction to the new collar or is something seriously wrong?

Both.
He is reacting to the collar and IMO it is seriously wrong to be using one.
