Rooster or Not a Rooster, that is the question???

Hi everyone, I have one chicken that has not played yet, they are all about 23 weeks old, and 5 of the 6 have started laying, and have been laying for about a month. I believe this breed is a Sicilian Buttercup. Is it a rooster or not? (Take note of possible spurs on back of legs).

Definitely a pullet.

Females can have spurs too. I have 3 Buttercup hens (2 years old and laying) and all 3 have spurs.
 
Not to mention that the bird in question does not have saddle feathers, nor the coloring of a Buttercup cockerel. They have a different color pattern and look like this

that is a Pullet! hens can develop spurs....(I have a hen with spurs)
there is not any pointy saddle feathers
and as others said Buttercup cockerels look a lot different!
