I would find a local farm or place where he can live as a happy chicken and will allow you to visit. Then maybe get a cat or a small dog? Eventually you are going to get sick and the animal you love so much is suffering.... it will be much more painful if someone discovers him and animal services comes and takes him from you. If you give him away you can control his future.
There's rescues for poultry, where they can live out their natural lives. Check the internet, see if you can find once close by.

I found many studies on the physiological aspects of stress in chickens. The biggest one is that roosters in particular who experience stress growing up show a delay in developing sexual maturity and mating behaviors, and fearful and aggressive behavior towards unusual stimuli. If anything, I'd say that makes this topic proof that he's doing rather well.

But I couldn't find much on chickens in pet situations of course. It's not exactly a well studied subject.

I don't know about potty training chickens, but mine do jump off my lap, poop, then jump back up, so they seem to at least have knowledge that something's going to come out!

I agree that chickens are adaptable. They live in confined conditions (or free range), overcrowded (or on many acres), in hot climates (or extremely cold). I see no reason why they could not also thrive in an apartment with a human and a cat for a flock.

So, as if you need yet another person’s opinion on your life, I think you should do whatever you want to do.
If you want to keep your rooster, keep him!
Some folks in some other state who don’t know you or your rooster are really not qualified to judge your life.
Everybody thinks they know what’s best, and everybody thinks they are right. But they are imposing their feelings and their values onto a bird they have never met. Who can really know what a chicken thinks?
If the bird is happy and you are happy, that’s all that matters.
