Rooster with Fluid in lungs and gurgle

i have a 7 month old Rooster who has never crowed! Last month I heard a gurgle in his chest when he breaths. I tried tetracycline, garlic, apple cider, ... poor lil guy is just not getting better he has stopped talking now and he is not very active. Any advise?? Thanks
