I may have the opportunity to buy this Americana rooster (their spelling, not mine)
Is he an Americuana or an Easter Egger or can anyone even tell. Not a great picture.

I currently have some Easter Egger hens, and would love to hatch some little's.

Oh, and if I let this rooster breed to my RIR's or Buff Orpinton's would the offspring be considered EE's?

He's not an Ameraucana by any stretch.

He could be an Easter egger, it's hard to say from the pic. I can tell you the pea comb gene is closely linked to the blue egg shell gene, so if he's pea combed he has a decent chance of giving you green egg laying pullet offspring. But the only way to know for sure is to test breed him and see.
