I think my rooster might be having the same problem. Not sure I can catch him to put the Vaseline on. We have been super cold the last few days here in VA... I don't know what to do.

Yeah i am in central VA, never had a problem till these 2 degree nights. I have a hen with an exceptionally large comb that is blackening. It's a kick in the tail after putting so much thought and planning in to building my coop to get good ventilation. I heated it last night but I doubt the 17 degree days are helping either.
How far away is the heat lamp from the chicks? Heat lamps should be 18 inches or higher away from the chicks, or they could be burned. What are your air temperatures where the brooder is kept? What is the brooder temperature? Could the comb be discolored from something in the bedding or brooder?
I would apply some silvadene cream from a vet, if your vet will give you a prescription. Don't use any Vaseline-based ointments such as Neosporin or Bacitracin on the comb, since the heat lamp can still burn. If you can't get Silvadene, then use some iodine on it. It's hard to say if it will heal, but it shouldn't kill her. The lamp looks better. They usually work better overhead, but make sure the temperature is where you want it by using a cheap thermometer on the floor.
