Runner ducks when can they go outside, or the garage even!!!

They were born right around Christmas so that should make them almost 4 weeks old. They are just so stinky even with daily cleaning of the cage and baths. I still have a heat lamp on them which they like but I am not sure if they still need it. There are 8 of them so I am sure they can cuddle.

Can I take away the heat lamp and have them in the house at room temp (about 69-70 degrees) and then in another week put them in the garage or is that too soon???
