Several of our chickens have had problems with runny eyes and with their feathers around their necks disintegrating (see pics). We have tried both tetracycline & sulmet and it seems to clear up a little for a while but comes back. It has been going on for several weeks.

Does anyone have any suggestions on what could be wrong and what can be done?

It might be a combination of things including mites but I am thinking more along the lines of a nutritional deficiency (in combination possibly with something else > how is the ventilation in your coop? ) Vit A is associated for instance with eye problems so you might try four drops of Polyvisol enfamil formulation (A childrens liquid A-B-D vitamin supplement ) give in beak once a day for a week and taper off the next > also look for a general poultry supplement > Avia Charge 2000 (available online from McMurry or Strombergs) is a cmplete and balanced supplement which is the one usually recommend.
If the birds shows signs of swelling or being congested and snotty then that would indicate some kind of illness but try the vitamin supplements and check the ventilation in your coop and give it a real good clean out and treat the coop for mites /lice > you can smear on some vaseline on the balding facial areas in case it is some kind of mite or such that can be smothered (scaley leg mite sometimes affects the face and that starts out as balding)
