Russian Orloffs

One of the best looking orloff chicks (good color, and leg color) has what looks like very light feathered shanks going at least half way down? Is this something common or is it something to turn it into dinner?

I've never seen that with the many chicks I've hatched but, I never throw out baby with the bath water!
 
I need some girls! Or chicks. Having an awful time with shipped eggs. I am lucky to get 50% in eggs from NC, and 100% of my own, so I know it's not the bators.
I have some orloffs developing, but I had a banty roo in thier coop for a couple days so they might be minis.
