scaly sores on hens feet-help!!

This is exactly what my lemon looks like, but worse...never has gone away. What do any of you experts in chickenry this this is and what else can I do?

In the above photo just looks like peck marks,i have seen this and in my birds case it has always been from a peck mark. I clean and apply bag balm for this problem.

Looks like cuts then scabs and some places looks like skin is peeling or sloughing off like sores. Will post but looks just like the above picture but worse. I have done everything and it will look better then gets worse.

Can you post a photo? Any chance she may have had frostbite?

No. She stays in the house as she is about 9-10 weeks old. She's been a challenge since I got her. It's almost like she's allergic to paper or poop or water. I have done everything and it started going away so I stopped the antibiotic ointment and it comes back. It's not bumble foot. It looks just like the picture the original posted but worse. All over top and bottom.
