The leg definitely looks swollen. I would think if the “hip” joint was out of place, he wouldn’t be able to walk at all. You can give him 0.25mL of children’s ibuprofen 2X a day. For a bird that is 4-8lbs. But I would still restrict his movements so he doesn’t think his leg is better then over do it making it worse. I would restrict movement, wrap the whole leg for support and leave it or attach to the body like Pyxis suggested, and give ibuprofen. Can you do it for a week?Now that might be doable. I could also put him in my new critter keeper tote maybe he would be more calm in there and less room to try to pace around since its round.
Wonder about trying some type of anti inflammatory like children's ibuprofen since we have recently heard it is safe for birds.

I’m seriously coming your way Friday. Plus I don’t have the hubs who is in a hurry to get where we are going. So I can bring some stuff by and tell the girls hello. And I can threaten Wyatt within an inch of his life not to go through your belongings. But then again I did that the last time we were there too.
