Shipping Ducklings

I am interested in getting more runner ducks online, but every website says they cannot ship to Washington State. How can I get around this? Could I have them ship to a different state and then ship them myself to Washington? Could I bring them on a plane? Or would I have to drive them back home?
Edit: Specifically they are ducklings, not full grown ducks

Purely Poultry doesn't seem to ship to half of the country:

I dropped them an e-mail, asking for the reason. They have white Runner Ducks!!! I always wanted white Runners!!!

I'm curious what they'll say the reason is. I know HI has special laws about ducks, so that makes sense, and parts of CA are still quarantined due to Newcastle so nothing is allowed to be shipped in or out (though, strangely, that's not on the list) but I'm not sure why they wouldn't ship to those other states.

I did email them so I'll get the reason sooner or later
