Any of the scarab beetles do better in wet years, as would the nematodes, but biological controls such as nematodes have proven only marginally effective. You are correct, the lures do more harm than good if placed in the immediate area you want to protect. We used to joke that it would be better to put them in the neighbor's yard.lol There is an isomer of the lure attractant that is a very effective repellent, but it is easier to sell the lure to homeowners if they can see a bag of beetles.

most but not all. I think of it this way. you have one person fighting an out of control fire and it will most likely never be controlled but you get a bunch of people to work together and they could easily control it if not stop it outright. team work makes the dream work
 
The control measures would need to be applied each year. The larger land owners would have to pay the bulk of the bill.

If it can be impressed upon the larger land owners that the grubs cost them more money than the treatment, then they might buy in.

I am going to try and make lemonade out of the lemons on this one.
