What do you mean by "best place"?
Do you want a special kind of pea?
Or are you looking for birds that aren't too expensive?
I'd say the best place is somewhere close to where you live, so the birds don't have to be shipped.
Then you can take a look at them and the place they live, and make sure they are healthy, before you decide to buy them.
