Yep that looks like molting to me. Like Dawg says make sure to check for lice and mites. If you find any you can take care of them with some Seven dust or Permethrin dust. Both great products for getting rid of said nasty critters.

yup On the top of his neck those are all pin feathers so they are new. Looks like he is progressively molting a bit at a time. Its real interesting when a chicken just blows up over night. Poof all feathers out!
