One of my silkies has a black thin/flat flap hanging from its beak. The other to do not have this. Is this specific to Roos?

I cant visualized this ! I wish to see pictures, maybe some silkies have those. mine does not.
if under the beak, its a wattle and most non bearded silkies get them
