Silkie chick question - toes grown together???

Silkies hatched this week. One chick has two toes that are attached at the toenail. I clipped the nail but they did not come apart. They are not grown together all the way to the foot. Just barely attached. Should I clip them apart? It is the longest toe and the one next to it.

Also, I have a broody Silkie who is sitting on 5 or 6 eggs. Problem - she chose to sit on the ground on hay instead of a nest box. Should I move her or will she be fine on the ground. (she is in the barn and safe)

I have always hatched the eggs in an incubator. I did not think about the need to be on the ground for chicks to roam. I put out food and water and she is drinking/feeding. I thought I should perhaps put her in a cage off the ground with straw.
