Yes he has 5 toes black skin and slight leg feathering

Definitely not crossed with a Welsummer. Welsummers have red earlobes. My bet is on Brown Leghorn. Both Silkies and Leghorns are known to have blue in their earlobes, and Leghorns have white earlobes.
His coloring and pattering is almost exactly like that of a brown Leghorn rooster.

I'm so sorry. I mixed up Welsummers and Brown Leghorns. They have almost identical patterns, but I forgot which ones had the white earlobes. So yeah, agree with Brown Leghorn.
