well it doesnt nessicarily have to be two, it couuld be more, plus if its molting it may just be getting its streamers in, or wild/stray hairs. Has she he started corwing or laying yet? The spurs on a roo is about the last thing too develope so you probably shouldnt go by that, id say the only way to tell, is it will chanllenge other roos, crow, or develope streamers or spurs. Might be too early to tell. We can't have roosters in my area, really hoping they are hens!
