That's a pullet. That comb is too small for a 4 month old Wyandotte rooster. This is a black laced red at almost 4 months.

Where do you see saddle feathers? I see a wet bird with droopy feathers.Comb and wattles growth is not always accurate with birds under 6 month of age. As not all birds mature at the same rate. Slow developing cockerels can look like pullet for a long time. But saddle feathers are unequivocally male trait. There is no doubt the OPs bird is a cockerel.
