Sinus infection/ puffy cheeks

A friend of mine is having an issue with some young ducklings (3-4 weeks old).
It started with one getting a puffy cheek, but now all 6 of them do. One is worse than the others, has snot/goo coming out of the nose.
They are currently on tetracyclene, but it doesn't seem to help.
Any suggestions or anyone know what this is?

Sounds like a respiratory infection. A Vet visit should be in the immediate plans to get them on proper antibiotics.
