I think a good first step would be having a talk with the neighbors and letting them know that the roosters are going to go away at some point. You could also give them back the piece of glass that they "must have misplaced". In my opinion extreme politeness is always a good route to take, it really doesn't have to be sincere, or even seem sincere, but fighting fire with fire tends to lead to escalation in my experience.
If talking to them doesn't help, the net would probably be a good idea. I think some storing fishing net or something similar hung loosely would be the best, it would capture the objects softly. I wouldn't put up metal poultry netting, the glass might break against it (although it's unlikely), and fishing net would probably be cheaper.
