Smooth (featherless) chickens?

So I recently came across a video someone posted of their completely featherless rooster. There wasn't really any information and when I tried looking up a possible breed I didn't really find anything.

I'm curious if anyone knows anything about a 'featherless' breed? Is it a genetic anomaly? A disease? Or just a product of a certain cross?

The gene is called 'scaleless'. They were originally hatched at a University lab, and have mostly been maintained in labs since then. A poster here, @Kev, had a couple.

There was also a line of them developed in Israel, with the intent being to make a broiler chicken that doesn't waste any energy on growing feathers.
