So, my run stinks. literally.

This is not a $50 solution, but I offer the following picture of what is my run shelter as a starting point for other ideas. The top is https://www.farmstore.com/product/shelterlogic-corral-shelter-green-12-ft-x-12-ft/ ... but there are a number of less expensive options by various brands. Mine is a 12x12 area. They also make panels that cover all the way to the ground in terms of blocking wind/rain on 3 sides. (linked below)

Places where someone is building will often give you scrape lumber if you ask. Pallets are free and people are often looking to get rid of them. Check Craig's list for people throwing out stuff you may be able to use, like tarps, fencing, chicken wire and hardware cloth if you are lucky. put up ads in grocery stores and TS in case people who want to get rid of stuff. It will get you started, so your chickens have some more space soon.
 
there are a lot of problems with my run, and especially my coop. me and my brother are the only chicken-lovers in the family. i can't really afford all of this, and i am trying to be budget friendly, but apparently there's no going there. if i let them free- range, there are a lot of "sanitation issues" according to everyone i've talked to. i am thinking about just letting them free- range despite all of this and "we'll burn that bridge when we get there"

i think i sound like a horrible person for keeping 13 birds in there. i will lengthen their pen the best i can, with what i got.
Please improve things for your chickens before you think about getting button quail if you are struggling
 
honestly, my advice is to start over.

knock your existing “coop” down and build a new, more suitable one for your birds.

if you can’t afford to do that, then you can’t really afford to keep 13+ chickens.

the best move, for both you and the birds, might be to sell/rehome them and recoup some costs, then try this all again when you can afford to properly care for chickens.
