My personal opinion is that the current zoning and development code governing buildings and structures should apply regardless of the purpose of the building. If the code requires a building larger and a specified size to acquire have a building permit, then it should. And if buildings smaller than a different size do not require one, then it shouldn;t be required. In this case, if accessory buildings are all limited to a specified size, fine, but limiting a coop to a size smaller than say a garage or a storage building is inappropriate. This is in keeping with my belief that you regulate the nuisance, not its cause.
