My personal opinion is that the current zoning and development code governing buildings and structures should apply regardless of the purpose of the building. If the code requires a building larger and a specified size to acquire have a building permit, then it should. And if buildings smaller than a different size do not require one, then it shouldn;t be required. In this case, if accessory buildings are all limited to a specified size, fine, but limiting a coop to a size smaller than say a garage or a storage building is inappropriate. This is in keeping with my belief that you regulate the nuisance, not its cause.
 
I won't waste my breath arguing with people who are opposed to chickens, actually I don't think I have ever encountered anyone who is opposed to chickens. If I do I will smile and ignore them.

The thing that always gets me about the arguments against allowing chickens, is that they are mostly arguments that would apply to any pet. Cats, dogs, bunny, etc. ....all pets have the potential to become unsanitary if the person keeping them does not keep up on their care or is keeping too many in too small a space.

Regulating the size of the coop, number of birds, distance from neighbors and other measurable qualities is sensible. Not allowing them based on anecdotal testimony that they are dirty and smell from someone who has probably never seen a chicken except in the supermarket is not sensible.
