Somebody please settle this debate!

Hi everyone! Hope y'all are having a great day so far. I have this bantam from TSC, he/she is about 4-5 months old. I think it is a roo for the saddle feathers and my husband thinks it is a pullet because it doesn't crow and acts/hangs out with the other pullets. What do y'all think? Thanks in advance on any thoughts and information.
