No, he's not. He's not Wheaten, therefore cannot be Wheaten Marans, regardless of what his mother was.

The red is the boy but he doesn't look wheaten or marans. Is his comb single or pea? It's kind of hard to tell but he could be a New Hampshire red or a NH cross of some kind.

White skin and slightly feathered legs. I'd speculate a Marans hen had a tryst with a red rooster of some sort.
