Something wrong with foot

Last chick to hatch can not stand up - it appears to have a lot of energy though very tired. One foot looks swollen. He keeps on trying to stand. What do I do? Foot looks like it has all the parts, but does not lay flat like the other.

The vet just happened to be in the school... and said it looked more like his upper leg then foot. She stood him up and now he is up a little. I am going to try and give him some poly vi sol or some electrolytes.... just have to research how much.
